Scarcity forces us to choose. You had to choose whether to go to college or instead get a job. You have to choose between jogging and studying during that same time period. Government policymakers must choose between using resources for the production of defense services or for the production of, say, educational services.
To be sure, the choices that we make are not constrained simply by economic resources. Choices also are constrained by political, legal, traditional, and moral forces. In this text, however, we will devote little space to the influence of such noneconomic forces on the choices that are made.
