Two major developments characterise the involvement stage. First, the visitor intake begins to increase slowly, ending the low-level equilibrium that characterised the exploration stage. However, since the length of stav declines somewhat, the growth in visitor-nights is not as high as the growth in actual visitor numbers. Second, local entrepreneurs begin to provide a limited amount of specialised services and facilities for these tourists, thereby inaugurating an incipient tourism industry. These typically consist of small guesthouses and inns, eating places, the provision of guides, small tour operations and a lew small semi-commercial attractions. Often, people simply make one or two rooms within (heir houses available for a nominal fee. The budding tourism sector is still dispersed, but many of the services begin to show signs of concentration within local settlements or near tourist attractions. However, the sector is still small-scale, and has little visual or environmental impact on the landscape.
The involvement stage is associated with the 'euphoria' phase of the irridex. This is due not only to the fact that visitor numbers are large enough to generate significant revenues, but also to the continuation of local control, extensive backward linkages with agriculture and other local sectors, a high multiplier effect and a mainly allocentric-oriented visitor intake. At the same time, however, the growing intake may be channelled in through more formal means, thereby opening the way for greater numbers of midcentric tourists to visit the destination. For example, while some backpackers and academics might still arrive bv walking or by four-wheel drive or relatively primitive local transport, others begin to arrive by mini-vans provided by tour operators in a nearby city or by small aeroplane. These developments indicate that the area is gradually being integrated more formally into the tourism system, with formal businesses becoming more involved because of the increased tourist demand.
