To some extent, the classic Butler sequence is an example of the unwarranted view often taken bv tourism stakeholders that the sector somehow functions in isolation from other activities. This, of" course, ignores the external environment that must be taken into consideration irr the analysis of tourism systems. Thus, even where an appropriate geographic scale of" resolution is adopted, most relevant situations are not wholly reliant on the tourism industry. In the case of Las Vegas, the city is now also extremely important as a wholesale distribution point, as a centre of military activity and for its growing high-tech sector. Presumably, the question of tourism growth leading to the breeching of carrying capacity thresholds must take into account the offsetting influences of these other activities, unless the destination is almost entirely dependent on tourism.
The problem can also be illustrated by a large non-resort city such as London or Paris. Such centres mav have a very large tourism industry that appears to be in the consolidation stage, but this sector actually accounts for only a small portion of the city's total economic output. Hence, it is not rational to assume that the onset of tourism consolidation in Paris or London will result in widespread antagonism, or a complete dependency on tourism.
