Children don't all develop at the same rate, however. Some learn to walk, for instance, at one year, others not until eighteen months. Language ability varies, too. Still, the older child, if he or she is normal, will always be able to perform more tasks than the younger. Each child takes steps in order, from simpler to more complex functioning.
Although the comparative method tells us in general what to expect as a child moves up the developmental scale, it is not foolproof. Children in some cultures are carried on their parents' backs at a time when infants in other societies are learning to walk. The child who converses with s usually has a larger vocabulary by age five than the child who rarely talks with s. A child's experiences may speed up or slow down the rate of development. When we say something is normal for a growth stage, we mean normal for a certain type of culture, for example, developing or industrialized. Within these limits, the comparative method gives a predictable timetable for development.
